Let's see, you have a commercial problem, and want help from an attorney, but do not want to pay for that help. So-called "free" attorneys are not generally available in civil matters. There is such a thing as 'pro-bono,' which means the attorney provides services without expecting payment, but those are not usually found in Cargo Loss claim cases. You might find an attorney to review your claim for free, but I doubt they will do more than advise of your options. You have said nothing about the cargo that would help us to give you more information, so my advice is to send your documents to a New York attorney, after you call them first of course.
