Can the HOA be held accountable for negligence of a serial thief and violent person in the community?

You can't sue the homeowners themselves for the torts of another's actions. They have no individual duty to fix one man's sons' actions.
You could address the president's duties as president and bring it to a vote to remove him from that position. If the community indeed doesn't feel safe, you shouldn't have a problem bringing it up at the next board meeting, and advocating for someone else to step in.
You could potentially sue the son, (depending on age) for harassment, and even potentially sue the president for neglect on how he handles his son. But neither of these issues are proven with the facts provided, and would have nothing to do with the HOA.
