Did you get a title? Did you get a receipt or bill of sale? Did you pay in a way that allows you to document that you paid money to him, like a check?
You cannot stop someone from reporting stuff to the cops. I can go to the cops right now and tell them my neighbor is growing pot in his back yard and I can see it from my bedroom window. Not true. I can report it. The police might even be able to get a warrant and go search his home.
All he can do it report it stolen. And the police will ask why he waited 8 months to report it stolen. Additionally, it isn’t really stolen if he gave it to you to fix and you just haven’t fixed it. You should probably try to document his multiple stories.
You could also try to get the jump on him by going to the cops yourself. Attempting to obtain property from another person by making unlawful threats could fall under extortion, which is illegal.
