I know California and a couple other states have laws about what entertainment attorneys are permitted to do, and what things only an agent can do, but I don't think that's the case in every state. You're in NJ, and Tyler Perry is in Georgia, so it may be ok to have an attorney contact him on your behalf. Contact an entertainment attorney in your own area or nearby (there are good enterainment lawyers in Philadelphia) and find out what the NJ law is and what can be done for you.
If you can't afford a private attorney, you can contact Volunteer Lawyers for the Arts. The closest to you appears to be their Flemington, NJ, location. See what they say.

Not sure what Tyler Perry can do for you, since he doesn't have, as far as I know, a record label or music publishing company.
It seems you're looking for a music publishing deal, and/or a recording deal. Since lawyers can't seek work for recording artists --you need a talent agent for that-- you might be better off looking for a talent agent who represents singer/songwriters like you.
