Some people (bad people, evil people) think that a power of attorney is a license to steal. IT IS NOT. A power of attorney is a license to be better to the person that gave it to you than you are to yourself. It is the highest duty and obligation to look out for that person, not yourself.
Adult Protective Services is the police agency that deals with this sort of thing. You should call them and let them know what is going on.
At the same time, it would be a good idea to consult with an elder law attorney and let the attorney contact APS.
Your uncle is blessed that he has someone like you to look out for him.
