Is it illegal to make fake receipts in return for giftcards?

Yes, it is illegal. Speak with an attorney.
I'm a trial attorney. I try cases and represent persons in court, however I provide this as general information only (the information provided may be incomplete or inaccurate). Any information you obtain should not be construed as legal advice, nor as grounds for forming an attorney-client relationship. You should consult an attorney for information on obtaining formal legal advice.
The word 'fake' quite obviously answered your own question. Fake means fraud. Fraud means theft. Theft means crime. Crime means arrest and jail. If committed locally, it would be a state felony. If committed through 'interstate communications' it would be a federal felony for each count / card. Several criminals working together on a scheme would be a 'conspiracy', chargeable against every participant that helped.
For your consideration: law enforcement sometimes sets up 'sting' operations to appeal to criminally minded greedy and dumb people. This could be one. And each participant could be easily traced and found through their IP address by law enforcement. That is what our growing surveillance state is going to be really good at.
Your call, your risk.
IF one or more of you in CA gets snared and arrested, feel free to call for the expensive criminal defense you are going need.

Of course it is illegal. It is fraud and a serious felony.
PLEASE DO NOT email or call with follow up questions or comments to Mr. Cassara. I will not respond. This post is for information purposes only and does not constitute legal advice, nor does it establish an attorney client relationship with Mr. Cassara.
