Is it possible for somebody to get a restraining order against 3 years after you divorce? I'm confused

You should start consulting with and hiring a licensed California Criminal Defense Attorney to represent you and help you out regarding this criminal case.
You can direct your complaint regarding the issuance of the restraining order to the court that issued it. It's not set in stone, especially if it was granted on fabricated evidence, as you claim.
