What rights do I have as a military spouse?
So around the last week in June, my wife's mother and grandmother wanted to see the children. I didn't think anything was wrong with her keeping them for a week. The thing is, her mother never brought my kids home. My wife told her to not bring them back. I trusted her with my kids and she took them. I have not seen my boys since they left. I do not know where they are at because they will not tell me. This is not the first time she has done this. She kept the kids from her ex-husband. What right do I have in this two problem

First, contact her Commanding Officer and tell him she is not supporting her children and keeping all the extra money she gets because she has dependents. Check with JAG about getting your own ID after explaining the problem with her conduct.
If she is still where you can find her go ahead and file for divorce and have her served. You would file where you live with the children because of the UCCJEA (Uniform Child Custody Jurisdiction and Enforcement Act) which requires custody matters to be filed in the Home State of the children which is where they have lived for the past 6 consecutive months. Get a temporary order giving you custody and let your mother-in-law know that if she doesn't allow your children to come home you will file charges for kidnapping and she will NEVER be allowed to see the children again.
Be sure to hire a good divorce lawyer to help you and follow their instructions and suggestions (before you do mine).
