Thomas Tinsley Palmer

Thomas T. Palmer focuses his practice primarily on health law and real estate matters where his many years of experience assists him in providing practical advice and timely solutions to even the most complicated issues. He works with health systems, hospitals, hospital foundations, physician groups, individual physicians and medical staffs on all types of legal issues unique to health care, as well as with small businesses and real estate developers.

Tom has been directly involved in the representation of hospitals and physician practices in connection with their acquisition by, or affiliation with, larger health care systems. In addition, for over twenty-five years, he has counseled hospital boards, administrators and physician practices regularly regarding hospital-physician relations, operational matters, medical staff governance and patient care concerns. He also has drafted and consulted on numerous medical staff bylaws and policies and has negotiated a wide range of hospital and individual physician contracts.

In addition to utilizing his expertise in real estate and corporate transactions to serve small businesses and developers, he is also able to combine that with his health care background to assist medical professionals and their health care practices in creating strategies for office and practice expansion, compensation plans, buy-sell arrangements, and retirement planning.

He frequently speaks to hospitals, residency programs, physician groups and practice managers on issues involving a myriad of health care related topics, from managed care to hospital operations to practice management, including issues related to compliance, EMTALA, consent, JCAHO accreditation, physician recruitment and contracting, Stark requirements, fraud and abuse, National Practitioner Data Bank, and the Health Care Quality Improvement Act. He has also worked with hospitals and medical practices in regard to real estate, financing, compliance and corporate matters.

He is regularly cited in Best Lawyers in America and has been named a “Legal Eagle” by Virginia Living magazine.

He is a graduate of the University of Richmond, where he also received his law degree.
